I installed xampp on C folder , Vista Home Edition, Windows. It did not appear in the programs section. I uninstalled IIs 7.0 an renoved webroot. Inetpub still exists which I cant delete. When I type in the URL http:/localhost with or without /xampp, the computer directs me to inetpub/webroot error. How do I get xampp to appear?

its http://localhost
and you need to have port 80 open, also u need apache runing, to do this go to xampp control panel (look in your start and then look for "XAMPP Lite for Windows" > XAMPP Control Panel. from there turn on apache.
