Did you search the Photoshop category for wind?does anyone know how to make that scratchy wind texture? kinda looks like lightning.

I would suggest that you simply go to the P2L main page, select the photoshop cat, then select the special effects sub category, then just go through them and keep an eye on the avatars. Here's a couple I found that look similar:here is an example
