How can I blur faces in videos?

I want to be able to blur faces in home-made videos, or pixelate the faces as seen in newscasts when they want to keep the subject anonymous. Can this be done in either ImageReady7.0 or Photoshop 7.0? Do I have to break down a video into single frames and blur each seperate frame, as in the subject is moving around? I need step by step help. I can use the lasso tool to define the area, then use Filters/Blur/Gaussian Blur, to blur photographs. But videos?
