It's good for a beginner. The animation of the sharks was nice, better then the other fish. I can see you added alot of procedural animation for there actual movements but I would tweak it a bit and make it flow more. It jumps too much and it should glide in the water more. also I would have more tail movement on your fish like you had on your sharks.

as for your bubbles, I would add a second particle emitter that make smaller bubbles and have those fad off faster and have your big ones last longer. Just a suggestion.

All round though it's a nice start.

What do you use to animate the weeds? Just a simple rig with deformers or a skeleton system? I would suggest having a basic skeleton system and having each piece more a bit off set so it looks more like a flowing action and not one complete movement

I use Blender's ShapeKey System for animate the weeds.

Its very good, I'd slow it down slightly, looks like the main two plants in the background are hyperventilating.

while looking at the animated ocean you made. i remember the movie NEMO.
