How much to PHP code my template?

Hey guys,

Could anyone please tell me what they think I would be looking at cost wise to PHP code this template? Along with a Forum that is connected to it.

This should be an easy job, acheived easily under an hour. So $15 (NZD) is the most I'd pay for it myself.. that's 11 USD

Just wanted to know what would be under an hour? I have been programming in PHP for around 9 years now, and this would not take me under an hour to program. He wants a full members area, the layout needs to be re-sliced so the nav images work properly, advertisement rotator programmed, news management system that posts to rss, and since it's a workout/supplement website I would even make something so that member's could track their workouts, weight loss/weight gain, and body fat. I would charge someone ~$100USD for this, and definitely don't plan on it being done in an hour unless you want the programmer to send you something that they have already programmed for someone else. Depending on the situation, you may have to pay up to $150USD for this, but definitely no more. That's just going by how long it would take to actually program and test that, not just copy and paste from previous work, which I think is total bullsh*t when a freelance programmer does that. Or, you could just higher someone to do all of the website stuff and pay them a small (not too small) portion of the money from advertisements/donator's/paid memberships/etc. Make sure whomever you get to program this for you is actually trust worthy, and if they tell you "ok np brb!" and come back in under an hour with your website completed, don't pay and don't take whatever they're giving you.
