Here's an example of what I'm trying to fill (rectangular selection with 3 px feather--It has the problem without the feather too):

It started doing this recently, and resetting my tools didn't seem to help.

Of course it fades - because you are using Feather. Do not use Feather, use Paint Bucket to fill and/or use it together with Photoshop's menu-command Select > Modify > Smooth, enter number range and the rectangular selection will smooth.

ya, feathering will round the edges and also use a nice gradient fade effect (u know wat i mean) but smoothing will just round, no gradient stuff

ps. u might also need to use more for the smoth to get the same rounded effect
