I looks like it could have been Photoshop, Illustrator or something similar. It's just a bunch of shapes and gradients

It doesnt look as if it was made in photoshop cuz, it could've been a much better... My guess is that it was made in FIreworks or Flash just using the pen tool, shape toolz, and gradient fills... Its not that hard to make it man... just practice...
