Take it back into PS, use save for web.
That image should be no more than 20kb's at that size

i would lose the stroke you have on the feather, or if you can, make it smaller (it may be @ 1px already, but if its not, it should be)

well, It is 1px stroke but I added an outer glow so it looks less choppy which is the same color.
