Open a new document with the size that you want(transparent). Creat then a new layer. Use then the rounded recangle tool. Use then the paint bucket tool and fill it in your selected area the color white. And first set the fourgrond color to the green color you want. Pres with left on your layer and click on blending options.
Settings:
Gradient overlay: opacity to 45% and be sure that your gradient color is green and angel to -90. And with the inner shadow you can make it more 3d. Press then ok.
Now you most have the bar that you want.
