This doesnt look 3D to me,more like a bird-eye view of a city with alot of distortion filters applied to it

No,cinema 4d 100%.Using many cubes and so.Changig the view.I forgot.
Render is c4d!!

i have never come across any kind of render like that straight out of a 3d program.

if not a stock photo with some filters, im pretty sure its just a bunch of squares with some filters applied in photoshop.

-try getting a shed load of cubes and applying loads of different materials being the colours you want.

-render it at one view.

-then try changing the camera angle. do this five or six times.

-get the renders in photoshop all on top of each other and play with the layer modes, try overlay.

-apply filters like wind and blur and just generally faff around till you get something resembling what you have above.

or just get a stock photo of a city or something and rotate it lots of times on top of each other in ps and do like above.

sure theres other ways but until someone comes up with something else... i hope that helps... :P
