My rate is 7.5/10. I like it 
However you should adjust the contrast in the upper menu and log in button because the link lack of the right contrast. they are not so visible
The presence of another menu should be justified only by a very large amount of page.
The user should be confuse by the presence of two way of navigation with some link that are the same... From my point of view you should put your bottom menu in place of the upper. Good work

No need to Bump after less than 30min, people wikll reply dun worry
The nav at the bottom is merely a text version of the upper so that users dont have to scroll all the way back up. If you look P2L has it too
I like the layout good job, id like to see a coded version soo

You should also use a darker color for the button texts, readability is more important than design...
