Filter ot pluging ?!

I am looking for a plug ing or a filter not sure??!! That can creat this effect

Its a line twired or twisted with 3d mesh effect ?!!

I used to have the pluging i think and i lost it...I have seen tuts for it but doesnt work as well as the filter/ pluging
if anyone has a pluging of filter let me know...

sinedots filter is what it looks like to me, when you get to that page look right click Sinedots II
