lets say your on winxp, or any other windows that allows accounts...
now lets say something froze and your jammed and it basically wont let you do anything, AND your computer takes forever to restart.
is it the same as restarting if you just logoff then logback in because I been doing that and it seems like it has the same effect as just restarting your whole computer...just wondering..

It restarts SOME programs, but not the basic Windows services that turn on when you first boot <_<

programs that you opened in your session (you can see them in your Task Manager) will be closed. But all the files that has "SYSTEM" next to it only close and start when Windows Start-Up/Shutdown.
