A couple of good sites to learn HTML which is the lanaguage that anyweb page is made out of.

Once you have goto grips with HTML try to learn CSS whcih is the lanaguge to easily style webpages using a single file.
Tutorials for CSS can be found at the above two sites.
For addition help with HTML search on google for Free HTML Tutorials or CSS Tutorials.
Also you don't need any fancy tool for making websites with, NotePad will be sufficent. Although there are many progrtams out there that will have advanced features for making websites, free and premium.
One good free program is called TSW WebCoder.

Ok first to design the web site I would recommend Adobe Photoshop, it is pretty much the best thing out there when it comes to image editing. You can download a trial version here

As for code editing programs, notepad should be sufficiant. If you really want to go advanced you can get a trial of Macromedia Dreamweaver here. I would recommend Dreamweaver if you have the money for it, but if not I would just stick to notepad.
