I have researched and fully understand how the box model hack works, and how there are different ways to take advantage of Internet Explorer parse errors. But where do I apply this CSS coding? To all DIV's with a fixed width or height?

the answer to your question is no.
only divs that you have applied padding or borders to will need the box model hack.
another option is using different stylesheets for different browers

but i havent got into that myself as the box model hack works fine for me.
