Need help running script without accessing shell

I need to be able to access the shell and my web hosting won't grant me access. Here's my problem - I've installed a database for my affiliate software, but I can't execute the main script. I keep getting http://www.rocknclot...static_pages.pl. I need to be able to run this script from the command line, not the web browser and I can only do that if I have access to the shell.

Here's the response they gave me:

"We cannot grant you shell access as that would open up a whole slew of security risks that we cannot justify taking... Generally, most scripts are written for shared hosting environments and do not require shell access specifically for this reason... If the script you are using requires this, you may want to look into another script, as you may run into many more issues due to it being meant for dedicated hosting environments."

Any help would be greatly appreicated!!!!!!
