Differences between Photoshop and Illustrator?

Photoshop is for raster images, Illustrator is for vectors.

i thought you could create vectors in photoshop using the pen tool?

what is a raster?

A raster is a regular image. Photoshop has very limited vector capabilities, just like Illustrator has limited raster abilities.
