I went to do the "increase your bandwidth by 20%" tutorial but when I typed in gpedit.msc in CMD to open the group policy editor I get an error saying,"Windows cannot find gpedit.msc" etc.

Any help on this?

Hmmm that is weird. What version of windows are you using? If XP Home I am not sure that has this editor.
