Well I havn't used photoshop in quite some time and since they combined IR and PS into one program in CS3 I have no idea how to import video for use in signature and I cant find any tutorials that don't involve IR if someone could make one or point me to one it would be much appreciated.

Everything from Imageready is still in photoshop. If you can't find the animation frame then go to Window->animation I think. You can also find the optimization panes as well.
In CS4 (and I think CS3) you can also import actual working video instead of just gif animations. When you do a file open you have options of how to import, one of which being video sequences. When you go to open/import a file pay attention to the options it gives you on how to handle the file.
