I need a Vector image of my logo and would like to be able to edit the resolution/color on my
own as needed so I need it formatted at a vector.

The example is just rought sketch done in microsoft publisher.

Do you have a vector program like Adobe Illustrator or Corel Draw? The logo seems to be more text than anything else. If you do have a vector program it would be easy to type out the text. Then just draw the two quote bubbles and you have yourself a vector logo!
