I'm not sure exactly what you're asking? The link buttons at the top? It looks like simple colored squares with the opacity lowered. If you're asking about animation or something (I'm not sure from the static image you posted) then you should probably post in another area other than photoshop. If you are indeed just looking for photoshop help then could you reword your question to be a little more specific? Someone will probably know how to get what you're looking for.
