[1] Take a new file of 400 pixels, 300 pixels, of resolution 72 dpi in the RGB mode.

[4] Double click the layer to open layer style window. Apply settings as shown.

[10] For this shape add the following layer styles.
[11] Choose Gradient to and set properties like this.
[12] Create a shape with the help of Elliptical Marquee Tool, Apply gradient to selection to get the result like this.
[13] Now set the Foreground color.
[14] Create a shape with the help of Elliptical Marquee Tool, go to Select>Modify>Feather apply these settings.
[15] Make a new layer fill the selection.
[16] Make the copy of the all circle shape layer then press cntl+E, to merge down layers then minimize your shape like this.
[17] Duplicate again and place it like me.
[18] Create a small circle with Ellipse Tool.
[19] Add the following layer styles.
[20] Create a small circle with the help of elliptical marquee tool, fill that layer with white.
[21] Add the following layer styles.
[22] Duplicate a few time both circle shape layer and place it like me.
[23] Create a small circle with Ellipse Tool.
[24] Double click the layer to open layer style window. Apply settings as shown.
[25] Duplicate a few time this layer and place it like me.
