I think you have a lot of strong points in this article and I definitely see what you're getting at, but I think you should expand your thoughts beyond the PSP. Being an owner of the PSP I know it's browser limits, and believe me it is very limited. I'd imagine that almost anyone aiming towards mobile web browsing would not look to a PSP to do so.
I couldn't agree more with the fact that sites should be developed around mutli-platform devices including game consoles. However, keep in mind that the PSP is one of many mobile web browsers. Developers should keep in mind that their site may be accessed by devices like a text only reader. With proper CSS and validation techniques, it is pretty easy to make a lightweight, flexible website if you are targeting that type [mobile] of audience (which is another topic in itself).
