Oh my, that's not how you create a new skin in IPB at all, title is very misleading.
All your doing is importing a skin.
If you go into ACP - Look & Feel - Manage Skin Sets look on the top right drop down tab - Create New Skin Set and even then all your going to get is a copy of IPB's skin so you still have a lot of editing to do.
