It is all important to use semantic (X)HTML such as <dl> for definition list and <hn> for headers (where 1 is biggest/most important, 6 smallest/less important). This is not only advisable for SEO reason, it also provides better accessibility.
The promotion thing is really true, but it helps you get a better rank in search engines. For example, Google uses the number of links to your website as a measure of importance. The more websites linking to you, the more important you must be.
A good and easy way to get link is submitting your website to link indexes such as DMOZ and Google Directory.
