is the layer locked / rendered ( in case of type layer you need to render it first)

Heres a suggestion or two, from the top of my head...

Maybe you need to rasterize the layer (Layer > Rasterize > Layer )

Maybe you opened it as a gif? Then go Image > Mode > RGB - then, Layers > New > Layer from background

Or maybe... You haven't got the layers selected but the layer mask?

nah it shouldn't have anything to do with that because half of the filter effects are avaialbe.

Post a screen shot of the problem with the layer you want to add the filter to.

Bit hard to ask without a screen shot. You can attach an image to your post.

dude - save it as jpg, dosnt have to be super quality, put on 30% compression. If you do one make sure it has the layer you cant change on there, the title and the greyed out options.

Is your picture in 8bit or 16bit?

To find out go to Image - mode.

Also - on the top of the bar next to RGB - there should be a /8 or /16

If its in 16 change it 8.
