You're off to a good start, but I think there is too much "outer glow." You've put outer glow on almost everything. Maybe some will disagree, but I would take away all of it, so that the design looks more clean and crisp.
I would also move down the header image so that there's an equal margin on the top to the left and right.
Maybe add vertical light blue stripes to the bottom (blue horizontal bar) to match the light blue "bulls-eye" on the top.

I suggest you remove the noise from the logo, otherwise from that it looks nice
