With the brush tool selected, you should see a drop down menu with all the different brushes you have loaded. You just click on the one you want to use. If you don't see the brush there, you can click on the little arrow and choose to load a different brush. With the brush size you can either type in the diameter or use the [ and ] keys on the keyboard.

Thease brushes, you have to set them up your self
Select the brush and size you want

Then in the top right corner of photoshop you should see a tab saying brushes
Click this tab, and all i can really say is just mess about with the setings in the brush tab, you should be able to figger it out, and get the effect you want

Heres an image of the brush tab

Hope this helps

Okay, seemes its up to be to straighten this out

The brush you are looking for is a shape dynamic brush that responds to a linear relationship between brush size and pen pressure. You will not be able to use or take bennefit from thease brushes unless you have a pressure sensitive tablet souch as a Wacom- Intuos or Graphine. (nor be able to select them)

If you look at spiders screenshot where it says "fade" under the "brush tip shape" tab on the left this should be changed to "pen pressure" where it says size. If you have a tablet.

Sigh, people need to be more clear of what they want when asking for stuff... The brushes you want are only accesable to people with tablets, the effect on your image that fakes this effect is made with the pen tool...

1: Select the pentool and set ut to path mode.
2: Draw a path.
3: Select the brush you want to have the size in and out effect on
4: Go to your paths tab (if its not open select it under the window menu) and click the tiny arrow in the upper right corner of the box and choose "stroke path" from the drop down.
5: Set it to brush and cheak the little box that sais "simulate pressure".
6: Add the approperiate layerstyles to the layer if you are looking to replicate the effect in the image you posted.

That is if its photoshop you are talking about because i assume it is if you arent stateing otherwise.

It isnt much, but this is the closest i can get without cheating (graphic tablet that is):

Posted Image

These were my brush options for the 19 pt round brush (do not something stupid like me by clicking another brush :P ) :

Posted Image

1. To make sure it doesnt fade to fats crank up the "fade steps" setting like me to something like 200.
2. If you really want them to fade to a point --> use 1% instead of 30 - 40% like me.
3. Go very very slow with your mouse, or the flow wont be able to follow and you get scattering.
