Setting up a Booklet in inDesign CS3

Hey guys, I have been trying to setup a full color booklet with bleeds in inDesign and am having a small issue since I'm not too familiar with this program.

The booklets finished size will be 8.5x5.5" pages which are folded 8.5x11" sheets.

My printer told me this (guy who is printing my booklets)

"make sure your margins are correct, like safety area- should be at least half an inch. And if there is crazy artwork that spreads across pages and bleeds, you may have to
prepare it and send it to me as a printer spread (11.5"x8.75")"

What do i need to set the parameters (slug? margins? bleed?) to to make sure i have a safety line and a bleed line in inDesign?
