how to i get this lightened effect?

I've been trying for so long playing with photoshop and what trying to figure out how to get the people in the picture like lightened up and i guess make the colors look like its i guess more stand out, i cant explain it. Same goes for the background on the first picture.
I would appreciate whoever can help me on how to figure this out.

I put the effect picture im trying to do on the left and the non edited picture on the right.

You simply need to cute the people out of other images, create a nice background and place them on it. It can be a tedious process but not overly complex with some practice. Does that make sense?

@hslap77 ... he's right, you'll first of all have to taken the person out of the background to make something like that with bright effects.. etc
