Press Ctrl + Alt + del and go to File-> New Task (Run) and type in explorer :)

did this happen at startup? or after u had shut down a program ?

Explorer crashed, go control alt delete, New Task (run) and explorer.exe.

If that doesn't work, check the processes list and see if explorer.exe is running. If it is, kill it and start it again :) If that fails hit the power button on your pc and click "restart" when the dialogue comes up, assuming your PC is newer and doesn't turn right off when you hit the button.

When booting, hit F8, then log in safe mode, use system restore to back up in time ;)
