Select > Inverse and try again :ph34r:

ah... no, what i mean, is that it goes all blurry, and goes out of the selected area...

Uncheck the "antialias" box then..

When you selected the area, the feather was not set to 0 :ph34r:

I used the ellipitical marquee then border, so i didnt use feather, and the feather on the ellipitical marquee settings is set to 0 aswell

Thats wierd, I messed with it in photoshop just now and well, same thing for me also, Just draw a circle take the marquee tool and delete the selection so you get the ring :ph34r:

thats what happens when you use border.... another alternative is to use the marquee tool, use the color fill. then click select - modify - contract, and use the setting you want and hit the delete key.

Try feather it by 1 or 2 pixels then edit > fill then choose ya colour.
