No.. the Digital Millenium act is a Geneva signed document... it is worldwide. Any country signed on is part of it. At least I'm pretty sure I read something along those lines... doesn't matter though.
Either way, the site's data center is in Washington DC, and I have just filed an official DMCA notice with them, and they seem very helpful. I am sure this will be resolved shortly.

The DC has cut them off... you'll notice tutspk and their host http://www.itnvision.com are both down. Their DC cut them off because they ignored the DMCA Notice.
