I'm creating a graphic based email. I have a table with images set as the background in the separate cells. Is there any type of HTML code to tell the browser to print these images w/o the user having to manually change the IE settings?

No... it's funny but I recently had to deal with this exact issue! There is no way to do it... you have to manually set IE to rpint background images and colors. In the end, we decided to use SVG graphics for the relevant site. Basically it was for online graphs and reports that had varying background colors. The reports wouldn't print wiht the colors. So we coded them with SVG graphics and it works fine, but the end user must have the SVG viewer installed (Adobe plugin).
