this tut starts with a smile:  . Now, down with biz
1. start with a 500 x 500 (at least) pix with a black bg.
2. take out the pencil and take out the set assorted brushes and use the 4th last brush on the list.
3. Now, draw your txt. DONT USE TYPE TOOL. use the brush u just got out.
4. Goto filter/blur/Gaussion Blur and set it to 2 pix.
5. goto fliter/styleize/wind. I recomend useing plaine ol' wind. See what you think is best. left or right. If you want it lto look extra cool, then use both sides.
6. hue/saturation. put it at color. Your done!
TIP: make it kinda dark for blood. Good boy! NEIN! BAD! BAD BOY! SIT! SIIIIIT! Goood booooy!
okay, im done. Heres what i got:

i like the effect, very nice, may i make a sugestion.

Instead of drawing out our text, if you cret a text layer, type out the text you wish to use, and the ALT+Click on the newly typed layer.

You can then create a new layer and fill in the Selected space with the color you choose, hide/delete the origional text layer.and add the tut effect to that.

just an idea that went through my mind after reading your tut :D hope it helps ;)
