Okay. Lets start with 500/500 min pixels.
Make sure there is a total of 7 layers.
Set all but the 1st one to Lighten.
Set your bg color (not image BG, the second color) to black.
On each layer, do a Cloud with a diffrent Foreground color.
Now flatten the image.
Do Polar Conditions {Polar to Rectangular}

If you go without extras, you should have gotten something like this:

COOL STUFF:
Film Grain. Fresco. Paint Daubs. Plastic Wrap. Smudge Stick (almost like Film Grain, but clearer.). Water Color. Accented Edges. Angeled Strokes. Dark Strokes. Sumi-e. Bas Relief (looks like bloody water!). Halftone Pattern. Photocopy (Mine looks like flames...). Reticulation (fire/blood). Glowing Edges. Invert. Twirl. Wave. Crystallize. Fibers. Unsharp Mask. Emboss. Solarize. Luiquify.
