Alright, this is my first ever, so let's get down to business.
1. Type your text!
2. Dupicate the Layer 2 - 3 Times!
3. Rasterize the bottom two text layers, and then apply some distort filters, such as wave or zig-zag or spherize, twirl whatever tickles your fancy.
4. Mess around with the Opacities, and blending effects on the layer. Maybe add a glow or something, whatever looks nice. My Final outcome:
I know it's not the best, but the effect comes out nice for beginners, and on certain fonts and backgrounds. Usually a really skinny font works better
