Does anybody have a tutorial on how to make this effect? I'm not sure what it's called.

To me this seems to have a red background with a black brush stamped on top of the red background. I'm not sure what "effect" your looking for.

The way the guy is black and red is the effect I'm looking for. I don't think that's a brush but if that is, how can I make one?

think its called "Hollywood grunge effect" r something.
for the photo try to play with threshold filter and contrast
ill try out rest later, dont have time to play around.
