does anyone know how to make that scratchy wind texture? kinda looks like lightning.

Did you search the Photoshop category for wind? :lol:

If you don't see what you want, can you link me to a sample of the effect you're looking for?

I would suggest that you simply go to the P2L main page, select the photoshop cat, then select the special effects sub category, then just go through them and keep an eye on the avatars. Here's a couple I found that look similar:
