The first step is to make our selection for our button. Take the marquee tool and select the area you would like to be the button. For this example, I used 160x30px.
Next, select your choice of darker color. I went with: #006699. Go about the same height as your selection above and start a gradient touching all the way to the bottom of your selection.
Next, select the blending options and we'll add some shadows and a stroke to give it a softer feel. Use the following settings:
After applying those settings, you should come up with a soft, yet attractive looking button:
