First off this is my first Tut so here goes...
1. Start off with a new object, I used 300x300 px for this tut.
2. Filter -> Render -> Clouds
You should have something like this.
3. Filter -> Artistic -> Plastic Wrap
Highlight (20) / Detail (15) / Smoothness (15)
You should end up with this.
4. Filter -> Sketch -> Chrome
Detail (0) / Smoothness (10)
You should have this.
5. Filter -> Sketch -> Plaster
Image Balance (26) / Smoothness (15) / Light (Top)
This is what it looks like now.
6. Ctrl + I which inverts the colors.
7. Now just add a Color Balance to give it some color.
Layer -> New Adjustment Layer -> Color Balance
Here is what I ended up with!
