Since George didn't test "postive" for drugs and he wasn't disqualified, why didn't he recieve the awards?

First thought that came to mind was that George was a dog/animal of some sort but then it wud have got disqualified anyways.

It was traditionally done by hand, but this method is now considered too labour-intensive and therefore is too expensive. The Insitute's suggestion is to encase each one in a cone-shaped biodegradable container, and bomb a particular area. What would they be doing?
