Yeah, yeah we've all oooed and aaahhed at vista's buttons and toolbars but now it's time to make some.

Ok here we go.
Make a new document with black as background.
First draw a rounded rectangle about this size.
Then call that layer bg and apply the following settings by Blending Options.
Ok now whip out your brush tool with opacity about 30% and size 55.
Use a nice soft blue color like #0E6FE6.
Remember to have the bg layer in selection when brushing. (ctrl + click on bg)
Brush softly on a new layer called glow at the BOTTOM of the rectangle until it looks like this:
Now we need to make the overlay.
Make a new layer called overlay.
Ctrl-Click on bg layer to load selection. KEEP SELECTION LOADED. (command-click for mac)
Now while you have the Whip out the eleptical marquee tool, click on the "subtract from selection" at the top left of the screen.
Now use the tool to subtract the bottom of the selection like so.
Now while you still have the eliptic tool right click on selection and click Fill...
Choose white and press enter.
Decrease the opacity of the overlay until it looks like this.
Yahooo! Almost done! Just add some text and icons.
